Bernard Fong received his BSc degree in electronics from the University of Manchester Institute of Science and Technology and PhD degree in health information systems from the University of New South Wales in 1993 and 2005, respectively.  He is currently with Providence University and has previously served as a lecturer with University of London, senior lecturer with Auckland University of Technology, associate professor with Hong Kong Polytechnic University and became a chair professor with Guangdong University of Technology in 2014.  He has also worked as a technical manager for Hewlett-Packard and Lucent Technologies. He is currently the managing editor of the IEEE Smart Cities Newsletter and an academic editor of PLOS ONE.  He has published over 140 articles and two United States patents in the areas of smart vehicles, vehicular communications, assistive healthcare and medical technology.  He serves as the chair for the Automotive CE Applications Technical Committee under the IEEE Consumer Technology Society and the System Biology and Biomedical Systems Technical Committee under the IEEE Systems Council.
